Industrial Policy

Towards an effective European Photovoltaic industrial policy

In Europe, Japan and United States, the growth in the PV sector is due to policy decisions.
Establishing an effective European industrial policy for 20 years is crucial to enable the development of photovoltaic industry and market. This corresponds to the period of time needed to correctly set up an effective and competitive infrastructure in the energy sector.

This policy should cover all the fields needed for this development:
- Creation of a sustainable market development in Europe.
- Generation of new instruments to finance PV projects.
- Introduction of boundary conditions for the global photovoltaic market.
- Establishment of an effective and efficient R&D policy.
- Enhancing the use of solar electricity in developing countries.
- Promoting the penetration of the photovoltaic into the construction sector.

The real challenge for this market with strong growth potential relies on the European capacity to maintain added value (in terms of jobs, tax income, export revenues, etc.) on the European territory.


European Photovoltaic Technology Platform

The future PV Technology Platform will work as a structure to implement the strategy involving all major stakeholders of the sector.

In December 2003 the European Commission established the PV TRAC (PV Technology Research Advisory Council) to define a future vision for PV Technology to 2030 and beyond.

The vision report was presented during a major conference held on 28th September 2004. The conference called "Future vision for PV" presented the vision and the strategy to implement it through the creation of the European PV Technology Platform.

The conference was organized by the European Commission with the support of the PV Technology Research Advisory Council. The major conclusions outlined in the PV-TRAC’s vision report have been presented.

The PV Platform will work as a crucial development in a long term perspective, to generate sustainable competitiveness and world leadership for the EU in the field of PV by stimulating increased investment in R&D, more effective development of the industry and PV realisations as in EU as in the rest of the world.
